- Hornsea One (1.2 GW), completed in 2020, was the largest offshore wind farm globally, powering over 1 million homes.
- Hornsea Two (1.3 GW), operational since 2022, now holds the title of the world’s largest offshore wind farm, serving 1.4 million UK homes.
- Hornsea Three (2.9 GW), under early-stage construction, promises to push UK capacity toward its 2030 goal of 50 GW of offshore wind.
- Hornsea Four was Ørsted’s proposed 2.4–2.6 GW offshore wind farm, planned 69 km off Yorkshire’s coast. Announced in 2018, it aimed to power over 2 million UK homes, complementing the Hornsea 1–3 projects.
Despite securing development consent in July 2023, Ørsted halted the project in May 2025 This setback challenges the UK’s 2030 clean energy targets, highlighting the need for policy adjustments to support large-scale renewable initiatives.
Why was Hornsea Four cancelled?
Ørsted’s decision was driven by several interconnected factors:
- Rising supply chain costs: global inflation and procurement bottlenecks have pushed project costs to unsustainable levels.

These headwinds are not unique to Hornsea Four – in fact, they affect all developers and suppliers across the sector, particularly given the global tariffs announced by Donald Trump.
Industry response: a cautionary signal
The cancellation of Ørsted’s Hornsea Four offshore wind farm has sparked significant concern among industry experts, who view it as a setback for the UK’s renewable energy ambitions.
Ana Musat, Executive Director of Policy at RenewableUK, summed up the industry’s concern:
“This decision to shelve Hornsea Four is particularly disappointing. It shows that unless government policy, market mechanisms, and infrastructure planning align, we will continue to see delays or cancellations of strategic projects.”
Sam Richards, Founder of Britain Remade, criticised the protracted approval process:
“It is frankly ridiculous that it can take up to 13 years for an offshore windfarm to go from idea to generating power, when actually building the thing takes two years at most. Britain can be a clean energy superpower, but to achieve this we need to rapidly fix our broken planning system.”em.”
Adam Berman, Deputy Director at Energy UK, highlighted the broader economic implications:
“The government has set very challenging targets for the expansion of offshore wind in order to bolster our energy security through clean domestic power which can reduce our costly reliance on imported fossil fuels. The government needs to recognise the much-changed economic picture for developers.””
